A revolução suíça na IA: “Digital Sovereignty”

The revolution in IA began with the launch of the generic Suíça Large Language Model (LLM), developed by ETH Zurich and the Federal Institute of Technology in Lausanne. In addition to technological advances, the initiative sets a model of digital sobriety that must urgently serve as a model for Brazil. Branded as an “LLM created for the general community”, it is a project that demonstrates that it is possible to combine technological excellence, protection of sensitive data and national autonomy in strategic settings.

The new initiative, announced on July 14, 2025, is a sign of the new revolution in artificial intelligence, emerging in a global context of technological dependence turning into a weak strategy. For Brazil, we have had an excellent Law for the Protection of Dados (LGPD) since 2020, and we are currently having an intense debate on the regulation of social networks, through the Marco Legal da Intelligencia Artificiale, an experiment that offers a series of basic legal rules for the development of national monetary capacities.

Legal architecture for digital sobriety

The following strategy is implemented on three pillars of legal institutions that require preventive analysis:

  1. Regional control of monetary data: The basic model ensures the provision of sensitive information across national borders, and the work is carried out through strict compliance with data protection requirements and with the European AI Regulation (EU AI law). For Brazil, this means that Brazilian government officials, business people and city people are not putting forward proposals for exotic legislation like the US CLOUD Act or geopolitical pressures for technological capabilities.
  2. National strategic infrastructure: Using the Alps supercomputer, the National Supercomputing Center ensures that dependent technology will always remain under national control. Brazil does not follow the principles of the National Information and Communications Security Policy and promotes the necessity of investing in strategic computing infrastructure.
  3. Corresponding legal prohibition: The LLM program has been developed by the company’s management in accordance with subjective rights and data protection standards, demonstrating that technological innovation and legal compliance are fully compatible. This reduction prevents lawsuits that are ultimately good models of IA developed by international private companies.

Oh, multilingualism as a tool for cultural sobriety

A deep dive into multilingualism – with training in more than 1,500 languages ​​– is not just a technical school, but a declaration of cultural sobriety, a central element of the revolution in IA. For Brazil, there are continental countries of diverse dimensions with linguistic diversity, including hundreds of indigenous languages, and this reduction represents one opportunity to preserve and enhance our cultural identity through technology.
